When was the last time they updated this thing, in 2009? Or in 2006? From the looks of it, different parts of this blob of sh*t were edited at different time periods, looking at how they define deductions for falls.

At least in non-world level competition (i.e. Commonwealth Games in 2010) there were six judges instead of five. On the World Cup circuit to my knowledge they also use six judges, except for the SCAM, there's probably more information of this on the code but I'm too lazy to check since I wouldn't know where to look (lol). Bottom line, five judges are used for World Championship or Olympic competition, (plus the SCAM).
In case you've been wondering why scores are separated by thirds of a point instead of quarters of a point, it's because there are 5 judges on a panel, instead of six. The highest and lowest scores are dropped to leave 3 scores to average. Still, that leaves me wondering how a score like this was given in 2011 world champs:
